Workforce Planning Manager

Position Title: WORKFORCE PLANNING MANAGER
Location: RESTON, VA
Reports To: PMO
Description: The individual will provide leadership for resource/workforce planning to the HIM organization. Work in partnership with organizational managers and the PMO to lead the preparation of resource forecasts, perform capacity and utilization planning, and participate in the determination of resource needs for projects. Lead the preparation of management reporting for resources, including forecasts, trends and other key performance metrics.
Responsibilities:
• Create and implement "best practices" in resource planning process in a project-based organization
• Manage all aspects of recruiting, training, and employee relations’ functions and supervise intern program in support of corporate recruitment goals
• Develop, implement, and manage annual recruiting strategy based on analysis of annual return on investment
• Plan, organize, and direct employment activities, including the staffing policies and procedures, the new hire process, exit interviews and re-engineer hiring procedures to reduce recruitment process cycle time
• Perform full life cycle recruiting including sourcing, qualifying, interviewing, assessing, networking, salary negotiation, offer letters and relationship management
• Evaluate on-line recruiting vendors for job postings and advertising, present findings to senior management, provide recommendations, and negotiate contracts
• Create and maintain a resource utilization tracking matrix to maximize company productivity and minimize costs
• Design and implement annual training plan based on performance appraisal results and management feedback
• Assess employee training needs, evaluate external programs, select vendor, negotiate contract, and schedule sessions
• Initiate and manage the employee performance appraisal process to provide feedback and foster career development

Qualifications:
1. Bachelor’s degree or equivalent experience
2. Experience in process re-engineering and strategic requirement planning
3. Workforce Management experience
4. Experience in managing staffing plans with internal resources and assigning resources as per the requirement. Experience in determining future needs
